Embedded YouTube video (WebObject) works as HTML5 but is blank until hovered when published as Flash

Current version is uploaded as Flash and remains white until you hover over the video area (behaves the same way with URL as HTTP or HTTPS)
Version 1 was uploaded as HTML5 and displays properly
Unfortunately we need to publish as Flash due to other elements working poorly under HTML5 with our browser setup.
I've read through similar posts regarding white boxes, but haven't seen anything specifically about Flash/HTML5 behaving differently or hovering the area revealing the video. Once the video is playing, the audio continues regardless of whether the video is hovered/visible.
Story file attached - any suggestions are greatly appreciated at this point (or simply confirmation that the behaviour is the same outside of our environment - using IE11)

This may have something to do with Flash content on Articulate Review. When I first published your file and uploaded to my Review account, I saw the same issue. Then I published to my own server and ran the story_flash.html. That seems to work in both Chrome and IE11. See here.
