I'm not sure I'm understanding what you mean by the web object moves when viewing a layer? If you'd like us to take a look could you share the .story file with us instead of the published output so that we could see what's happening - when I viewed this one and tried to answer a question, I saw what I assume is the feedback layer and it didn't change the web object's location.
53 mb is likely to large to share here in the forums. Since you previously shared a link to your published output through Google drive you could also send along the .story file through there as well or I can send you directions on how to send it to me privately. Also, if it's just one web object/layer or there is an example one you could share in it's own file, that may be smaller to load up here in the forums.
