Yup - you'll need to be connected to the web to access a web object hosted outside of Storyline. But if you've published for CD and viewing content locally, then double-click the Launch_Story.exe file. Otherwise, local security restrictions in your computer and browser will cause various features to fail.
If you're publishing locally for CD or other local source, the output will run in a player that is based off of Internet Explorer - so you'll want to look at ensuring you have IE and Flash installed on your system as well.

The use of Canvas and Javascript isn't something I'll be able to help with - so the community is your best resource!

Dont' web objects require web connectivity? Web connectivity is an issue

I'm not sure if this is possible. Literally Canvas requires javascript to run. I don't think most browsers allow javascript to be run locally. Chrome, for example, needs a workaround (http://jamison.dance/post/12857366951/running-local-javascript-files-in-chrome/).

How do I save the drawing from the canvas on resume and then the user can print the page once finished?
