It is not possible to lock the seek bar at all.  There are no options to stop it being seek able.

If you are using an LMS to monitor activity / visits and detect scores you should be able to set sl up with js to detect the user on startup. That way you can establish if the user has completed the learning previously and set a flag to send them to an alternative layer or scene that is not restricted.
