I am developing a course that has some legal requirements for the student to spend a minimum amount of time in the course. Is there a way to enforce a minimum time spent in the course before course completion data is sent back to the LMS?
We've faced similar challenges for things like Harrassment training for supervisors employed in California (min 2 hour requirement).
The way I've typically seen it done is not in delaying the completion data being sent, but rather with Flash. A couple of pacing points are chosen throughout the module and a warning message comes up to the learner if they are progressing too quickly. At that point some additional resource content is offered to keep them busy till a timer runs down.
Not sure if the timer for Storyline referenced here can be made to work in a way described above.

Just out interest, is there ANY rationale for this type of learning requirement these days, apart from "It's the rules!".

Unfortunately there are still some regulatory bodies out there that require this, and the stick they wield for non-compliance hurts!
