Did you recently update to Windows 8.1? If so, this is a known issue and here's how to correct it:
Close Storyline.
Go to the Start menu, and search for Storyline.
Right-click Articulate Storyline and select Run as administrator.
You may be prompted by User Account Control with the following message: "Do you want to allow the following program to make changes to this computer?" Program name: Articulate Storyline. Click Yes.
