EXE file quality issue

For my project i'm publishing to an exe file to put on a CD. The issue is that I am getting a lower quality video out of the exe file then the flash file. I am playing to videos from the same output file. When I publish the videos I made sure that the quality was at the highest level. Is there a way to get the same quality, something that I am missing?

Or is there a way that I can package the .swf file into an adobe flash projector. I can open the .swf in flash projector but, I can not go to File - Create projector.
