you can only use custom tabs by slide for the built in functions any additional tabs will be visible on all slides.
I dont understand why this can only be visible on the last slide because the user can close the browser window at anytime, I am not really a fan of having UI that is only visible at certain points much better to have it there at all times, perhaps you could just add an onscreen exit button on the last slide.

I'm not sure which Exit button you mean. There is no built-in Exit button on the player bar of a Storyline project.
I have added an Exit button on the top right of the player (see image
below). I only want this to show on the last slide of the learning module.
