I wouldn't normally want someone to review a course without also experiencing the interactivity built into the course, therefore a printed version is not always ideal. I would use the publish to CD option and zip and the files and send them so they get to experience it as the end user would.
If you need them to be able to type comments etc, then using the Print or Publish to Word option is best. It needs to print a slide for each layer because if layers have content that appears in the same place on one layer then the next they would otherwise all appear printed on top of each other.
