Client comes back but course Re-Started, instead of following up where they left the course. Always at the same point, they have to answer all questions again. Sometimes it is okay then the go back to the spot they left the course.
How is this possible? I use Moodle and google chrome.
This also happens when students close there session and start up again. They don't go back where they left, for example chapter 6, but always come back to chapter 4.
Is it opening in a new browser window/tab or the same one? It sounds like the course isn't resuming, and if it is it's resuming earlier in the course so it could be hitting the suspend data limit.
Have you also tested this outside Moodle to see if it behaves any differently? SCORM Cloud is a good option as it's a free, industry standard. Take a look at this article to get started!

I use Storyline 3 by the way;).
