In the revised version of your file I have solved the problem when moving from Overview2 to Overview3 and back again. In order to fade smoothly, you need to hide the layer you are moving from once you have shown the layer you are moving to, so I have hidden layer Overview2 when the timeline starts for Overview3 and hidden layer Overview3 when the timeline starts for Overview2.
The problem you have with returning to the base layer is that the images at the top of the page are permanently there and so, when you hide the layer above, they are instantly visible and no fade occurs.
To solve this problem you may need to create another layer (Overview1) that contains the images at the top of the slide (similar to the other Overview layers) and is visible when the timeline starts for the base layer and is hidden when the timeline starts for layer Overview2. This should then fade in when layer Overview2 closes and you jump back to the base layer.
