I have a picture that I want to change the state after 3 seconds to 50% fade. I have given the picture an additional state called it '50% fade' then created a trigger to activate it.
On play back its fine, but when published or in articulate review the picture just disappears.

That's an odd behaviour..are you able to share SL file to have a look at?
I would create a duplicate of the picture faded to 50% and put it behind the original. Then I would have the original disappear by a fade.
