Feature Request: Multi-Layer Scrolling Panels

In building software simulation-based trainings, it would be really helpful to have a scrolling panel that supports multiple layers within that panel, so that triggers within that scrolling panel can show and hide other layers that scroll with the base layer.

For example, a button shows an image on another layer, and the user is able to scroll the base layer, and the image on the top layer moves with the base layer, rather than staying still.

This would be an extremely helpful feature for several applications. If there is a way to do this already, I would love to know! Otherwise, I would love for this to get added to the development list, if it is not already there.
