After you upload to your Google Drive, when you click on the document, does it say it is a Microsoft Word format document?
I'm wondering if your permissions need to be adjusted as well so that everyone at your organization can view/edit the exported Storyline document (in Word form). That is usually located in the top right corner button marked "Share".
I just tested this on a course I've been working with and it seems to be functioning properly. Since Drive is browser-based, it might something is wonky on Google's end. Perhaps something in Drive is changing the source from a Word doc to another type of document.
