When revisiting a fill in the blank question, the answer is provided in the text box and instead of receiving a submit button, the next/prev button appears. If a fill in the blank question is revisited, is there a way to set it so they have to fill in the blank again and receive the submit button?
You've used the word "revisiting", and (or but!) it sounds like you want Learners to be able to retry the question.
If you're wanting them to do this from the Results slide, have you inserted the Retry button? You can add this button to the Results slide by selecting the Results slide, and the clicking the Edit Results Slide button in the Question pane (on the right of the window).
Click Options on the left side of the dialog box
Place a checkmark in the "allow user to retry..." box
Also, be sure you're working with the latest SL update; I believe in earlier versions of SL, the "previous" answer to the question remained on the slide during Retry.
