Floating effect animation - is it possible?

Hi,

I would like to create the effect that parachutes are floating down from the sky and swaying gently side to side as they come down. I tried using a VERY gentle S curve with a motion path and the option to orient the parachute to the path, but that was a phenomenal fail, as is using arcs of any kind.

Is this even possible?
