Floating Layer

Hey all,
I am building a drag and drop exercise, however when viewing on a mobile device it scales down too small for the text to be legible. I know you can zoom in, however when you do, you lose access to the 'dragable' items on the side (if zoomed in - they are off screen when the targets are on screen and vise versa). I am wondering if it is possible to have some sort of floating layer - fixed to a location/position on the screen, regardless of how much you zoom in or drag the rest of the activity
