Freeform Drag and Drop on Layers?

Is it possible to have multiple drag and drop interactions on one slide, but different layers? For my project, I need learners to drag and drop behaviors into strengths or weaknesses (not my term). They need to do this for multiple competencies. I've created a layer for each competency, but when I try to set up a drag and drop for each layer, it only shows the options on the first layer. Even if I delete out the free form on the base layer, then open another layer it doesn't even give me the option to convert to free form.
I've uploaded a copy of my .story if that helps.
Sorry for all the questions. I'm brand new to this. These forums are terrific!

I can't say I've tried to work with something like this, but I did find a thread you might find useful. It's not quite the same, but the suggestions that Phil, Gerry and Steve give in the thread might help with what you'd like to accomplish. Check it out.
