Freeform Hotspot question - link to resources

I am doing a screen capture simulation and I have set it up components of it as a freeform question so I can limit the number of attempts and because there will be some times when we need to capture scores.

My quandry is this.  The question itself works really well. As part of the framework, I want to allow them links to resources including a quick demo of the steps they may be struggling with. How can I set it up to allow these hotspots in addition to the "right" answer. To me, this seems different from the multiple hotspots where there may be multiple correct answers. This would still be scored s a miss.

Would be greateful for any ideas.
