Freeform quiz

I'am trying to create multiple freeform questions. For this I use a template like the image. The idea is that the 'learner' has to choose how many blocks they need to fill the gap. In this example they will need one block.
In this case they only need one of the nine blocks to fill the road, but every block they choose (as long as they pick one) will be true. I can't figure out which freeform question is the best to use.
I hope that some of you can help me out with this.

Hello Paul,
How about putting a number on each block to inidicate how many blocks they need? This way, you can use the free form "pick one". This will make sure that they can only pick one.

Thank you for your response. Actually your idea will be the next step for my 'learners'. First I want them to visualize the 'problems' and after this get used of using numbers to calculate.
