What you actually saw was Content Library where you can source gorgeous assets (including more than 100,000 combinations of photographic and illustrated characters, expressions, and poses!!) for your Articulate 360 projects. If you haven't already, have a look at a trial of Articulate 360, and our customer success team will be able to help you with any questions you might have!
Hey Amy - Additional character packs for perpetual licenses of Storyline and Studio are no longer available for purchase.
Hopefully the community will chime in with ideas to share with you regarding this, but perhaps the information here and here will get you started in that direction to understand your options.
There are several websites that sell photographic characters, two that come to mind are elearningbrothers.com and elearningart.com. Both are subscription based.

What are users other options if they need photographic characters for SL2 and they are not subscribing to 360?
