The University of California, Irvine, Division of Continuing Education, offers a fully online certificate program in Elearning Instructional Design. I am one of the instructors in this program so I would be glad to answer any questions you might have.
You can find out a lot of information on the website I included above. There are six required courses; each lasts 8 weeks. Most people take a year to a year-and-a-half to finish the program.
