You can add gifs to Storyline, however you can't control how they play. So if you have an animated gif on a layer, it will start playing as soon as the main slide loads and you've no way of knowing where it will be up to when the layer is open. Also, some gif controls (e.g. don't loop) seem to be ignored by Storyline so they really aren't a reliable option.

A better choice is to use static images and to create the illusion of movement (think like stop motion) through either changing the state of the image or by hiding and showing different images via the timeline.

While not exactly what you are talking about, here is a tutorial where I look at animating a series of images via a slider. You can use this same approach but just have it controlled by the timeline rather than a slider. See the demo here.
