Good vs Bad LMS

I am in a very enviable position where I am looking for a new learning management system but where my directors are willing to consider almost all options.

But what are the key ingredients to what a good LMS looks like? and What does bad look like?

I have a little experience with a few LMS - but I have found my MI to be manual or rule configuration to be unreliable or out of my control.

Which of the plethora of LMS that are out there do you find are worth the investment?

What should the 'priority 1' elements that I can't ignore be, and the 'nice to haves' that I must accept as a nuance?

 

I'll keep reading, but I'm looking forward to the community input...
