Hi Emily, just encountered the same issue yesterday.
By design or not it still presents an issue (see screenshot). I'm attempting to invert a pyramid shape. I got a templated pyramid made of trapezoids and a pyramid and want to fip it. The shapes act as buttons to trigger states and layers.
Ignoring the text (labels can be easily re-created), the individual shapes rotate around their individual axis (top right).
The shape only invert as a whole when grouped. However, leaving (bottom pyramid) grouped I can't get the buttons to behave properly. When rolled over all buttons show a hover state and don't act as individual buttons.
In the end, I used the (bottom - grouped) shapes as a template and created it by drawing out the objects. I feel this should be resolved and un-grouping objects not flip back.

This is by design in Storyline 2, as it was in Storyline 1 as well.
What you can do is select all the items together, and rotate them. Grouping them to rotate at the same time is not necessary.
