My company has produced video content that is distributed to paying customers for several years, and all products containing more than 12 minutes of H.264/AVC video are required to have royalties paid (see here). If users of our Storyline-published SCOs pay for access to the content, are we responsible for paying royalties to MPEG-LA, or does licensed use of the Storyline product cover us?
