Can you confirm that you have added the PDF to your resources (tab in the player editor)? If yes, on the slide re-add a trigger to your button. Steps below:
-Add trigger -Select "Jump to URL/File -Select "Load File" (it is the button with the three dots) -Navigate to the file you would like to upload
On the "Location" in the Trigger panel it is going to show the path of where the file was saved to your computer.
When you publish your file and post the course, the link button will load the .PDF (which is now saved to the story_content/external_files folder of your published course files).
