help with triggered states on chapters slide

As the module I am building is fairly large, I have developed a chapters slide.

The slide has 5 tabs, but I want to control how the user works through the sections (ie I want them to work through them, rather than skipping to the end!). 

 

I have used trigger states to change the tabs to visited, disabled ones that I don't want the user to access, then activated them once other triggers are visited..... It seams to work fine when I test the individual slide, however when I preview the entire project it doesn't work properly.

 

There are about 5 scenes, which the chapters slide tabs link to.  They show as visited when the chapters slide is returned to.  The problem is that the tabs that are disabled until others are visited, never seam to activate in the entire project preview.
