Hold On Pop-up Problems

I am making a course where the user needs to click on all the circles to view all of the info before continuing.  I've made a no continue layer (or Hold On! layer) and triggered it to show if the user tries to click next before viewing everything.  It is popping up just fine.  My problem, though, is that when the user clicks on the X to get rid of the pop-up, it takes them back to the base layer instead of just keeping them where they were on the slide. Is there a way to solve this?
