You certainly have to consider the possibility that when trigger #2 changes the variable to false, that that variable change sets the state of the NEXT button to Normal.
I would at least try this order: Set variable, change state of NEXT to normal when variable changes, then change state of NEXT to Disabled.

thanks Walt, it was a matter of changing the order of the triggers, and making sure to click on each hotspot trigger before I publish.
