I have a weird situation. When I add a hotspot interaction, my slide is moved down in the Form View. Not only can't I set a hotspot to the lower part of the slide, the hotspot is also on a different location in the slide than in the Form View.
I figured out the problem. When I added a question layout to the slide (for reporting reasons), I moved the question box outside the slide, to the top. For some reason, Storyline then includes the headline and moves the whole slide down, but leaves the hot spot in place. I only get it to work if I leave the question on the slide. This might be a thing to fix for the future.
Wow, this sounds like a specific scenario! I'm interested in investigating more. Are you able to share a screen recording of this happening in Storyline? This would make it easier for me to understand where and when this occurs.
