I'm working in Storyline 360. I'm having trouble putting hotspots, which change the state of an object to visible when hovered, in a scrolling panel. The object does not become visible if I scroll down and hover over it. This worked in Storyline 2, where I imported my project from. Attached is an example.

For now, try adding the object into the default hover state like I did in the file I attached. Have a look--will that work for you?

My project has quite a bit of these, so changing them all will be rather troublesome, but it works. Thanks for your reply!
