Hover over Hot Spots not working as expected

I have some triggers based on hotspots. The idea is that when the user hovers their mouse over a region in an image, a call-out will appear with additional details. 

In the Attached file, the final layer "CrimeTypes" has several hotspots placed close together. Each hotspot changes the state of a a callout from hidden to normal, and then restores on mouse leave. 

The issue with the lower cluster of hotspots, callouts are appearing, disappearing, don't go away or stay indefinitely. I'm not sure what's happening here. This concept has worked for me in the past. 

If I move my mouse slowly over the hotspots - it's okay (sometimes). If I move my mouse like most users would - the elements just pop-up and disappear quickly.  I've noticed that if I hover my mouse in an 'upward' direction - things work. If in a 'downward' direction the elements just do a quick 'flicker'. 

My apologies for the messy slide. Maybe there are other options, ideas or best practices to achieve the effect I'm looking for. Any assistance or suggestions would be greatly appreciated.

Tom, this is really odd.  I can reproduce exactly what you are describing.  I tried changing them from hotspots to transparent rectangles and the same issue happens.  I tried making them a bit smaller.  Tried removing the outlines.  I can't seem to correct it either.

They seem to function as expected when you move your mouse from the bottom of the slide upwards past each hotspot, but not when you move the mouse down and/or from the side.  It's sporadic then.  

Hoping a staff member sees this post or someone else has an idea.  This seems like an quirk.

Alternatively you could put a button/shape/arrow beside each and tell users to click on them.  Have the bubble with text change state to normal.  Then a button on the bubble text for the user to click to change the state back to hidden.  Not ideal as that creates many more clicks, but the overall function would be smoother.

Hi there, Tom. I noticed that the hotspots were very close together. I moved them apart by a pixel or two, and they seemed to trigger the rectangles on hover much better. I've attached your project file. Will this work for you?

I'm not sure of the "why" or the expected behavior yet, but I'm going to dig into it a bit further to find out what was happening. I'll let you know what I discover.

Hi Alyssa - See this video. As you can see, as I move the mouse in a downward motion, the change in state on mouse-over is not working. However, as I move the mouse in an upward motion, it works - much better. I've attempted several different variations of mouse movements to better illustrate the issue. 

This issue is present in SL Preview mode, in exported versions (web, CD, LMS) and in Articulate Review.
