I am advanced captivate user and am just new to articulate. I cannot seem to find where you can add hover over text to a button? Is this possibel in articulate storyline?
I'm not a Captivate user, so I'm not 100% sure what you are referring to but I think you are trying to add text that appears when a user hovers over a button - is this correct?
If I'm correct then you can easily do this by adding/editing the hover state of the button. There is a great tutorial on editing and adding states here.

I have added a hover caption no problem, however it appears pehind another object - is there a way to fix this? I have attached a screen dump
Yes, I have encountered this before and to be honest, couldn't work out how to correct it whilst using another object in the hover state. As a workaround I would suggest the following:
Remove the green caption from the hover state of your object and simply add it to the slide, ensuring that it is in front of the blue thought bubble
Set the initial state of the green caption to 'hidden'
Apply a trigger that changes the state of the green caption to 'normal' when mouse is hovered over the grey strategy button
Whilst the trigger wizard is open, click to select the 'Restore on mouse leave' as this will return the green caption to the hidden state when the users removes the mouse off of the shape
