Hmm, then I have another issue. I have 3 additional layers other than the base. My buttons are on the base along with all the triggers that pertain to the buttons. So, how do I bring the buttons to the front when I don't have them on the layers, just the base.
I have done this a different way. Instead of a pop-up I chose to use just plain text that shows up on hover and put the smaller text box in an area where I know there won't be any pictures. It works better and it's a little cleaner anyway.

I'd try making sure you're button is always the top object on the slide. Right-click on the button and choose Bring to Front > Bring to Front.
Or, on the timeline, make sure your button is top most object on the timeline. That also brings it to the top.
