I have a problem with the hover state in this attached story file. There are 2 slides. The first shows how the interaction should work (without the number labels). The second slide has the labels included but when you hover over any region, the hover state works BUT it is including the label of the Normal State.
I edited each individual state with the label and not sure why a hover state would show the normal state label.
If you re-create your Hover and Visited states from scratch, the problem goes away.
For example, edit the states of one of your wedges, copy the Hover wedge and number to the clipboard, delete the Hover state, create a new Hover state, delete the wedge that appears and then paste the original Hover wedge and number into your new state.
I assume the problem must have occurred as a result of the way you set up your original states, although there is nothing to suggest you did anything incorrectly. Whatever the issue, the above process worked when I tried it out.
