Hover/Visited State Issues with a Scribble

Hi,
I am using hover and visited states on scribbles on a map. The functionality of these works great in preview inside of Storyline (I have tested in 360 and 3) but is inconsistent in Chrome and IE. Sometimes the visited state just won't appear, sometimes, the hover state comes up instead of the visited state. It is an inconsistent problem and if I re-click a button, it typically will work itself out. I am just wondering if there is something that I am not seeing in this presentation. I am including my presentation and am referring specifically to slide 2.7

Were you viewing the published output locally when you noticed this problem?
If so, try testing the output on a web server or a LMS instead. For example, I published slide 2.7 for Web and hosted it on Tempshare here. Could you test that link and let me know if you are seeing the same issues you saw before?

I noticed the issue while testing in my LMS- Litmos. It appears to work perfectly when I test in Preview in Storyline.

Have you ever used SCORM Cloud before? It's industry standard for LMS testing. I've hosted your content on SCORM Cloud, and it appears to be working correctly for me.
Could you also test this link and let me know if it's working for you?
It appears to be working correctly there. I just started another round of testing on this course and noticed the issue on my iPhone (uploaded to Litmos) as well. On the Forest Loss Region slide, the visited state does not appear.

How about if you test this SCORM Cloud link on your iPhone? Does it work okay there?
It doesn't work there either.
