Hovering Navigation Bar

Hello everyone! I've been pulling my hair out with a very new problem.
I'm creating a 'hovering navigation bar,' one that you get access to when you hover over, but should disappear when the mouse is off of it. I've built this, and it works great. ONLY if I have one layer. If I have more than one layer, the layers refer back to the base layer, and there's no way around this. I'll get the navigation toolbar popping up, but it also brings back the base layer.
Currently, the navigation bar is built as a separate layer. This is because it's a group of objects (so that you can click to the various pages). I've also tried pasting the navigation on every layer, and playing with the states. But that's messy, since it's a group of objects and you cannot currently change the state of a "group," just the objects individually inside.
Help?
I guess my only other option is to have the toolbar visible 100% of the time.

I'm testing something, and it involves using a shape over the nav bar that hides when moused over. I have no idea if this will actually work though...
Here is a screenshot of what I'm trying to achieve. The top is the Nav I'd like to appear when hovered over, and then below, is what I'd like to appear when the mouse is not over it.
I'm not sure this is the easiest way to do this, but it's pretty easy. I just used a shape over the nav (like your's) that goes to hidden when moused over. I then put a freemform hotspot around the nav that resets the state to normal when moused over. Check it out..
Hi Jesse! Thanks so much for the help on this. I forgot one more important detail. I originally had it set as a layer so I could grab the "FLY IN" animation. So it looked like the nav, upon hovering over that spot, flew in, then flew out.
You think that's at all possible?
By the way, I may just go with the way you've set it up. Seems to be a piece missing here in the features...
The only way I was ever able to create an effect like you're referring to without layers was using flash.
