How can I randomly stacking answers on a pile

I'm developing a question where the user has to drag and drop steps into the correct sequence. I'm giving them 4 steps in the sequence to start and they have to arrange the rest of the steps.
I'm stacking the steps in a pile and they take a step from the pile and put it in the appropriate sequence. The problem is no matter what I do, the steps in the pile always arrange themselves in the correct sequence. I can't get them to be arranged randomly. I've turned shuffle answers on and off, but that doesn't seem to make any difference. Attached is a picture of the question and of the Form View of the question.
Do any of you heroes have any suggestions for me?

It's hard to tell from just the images - but are they arranging themselves as you have them created or listed in the form view? It may be easier to troubleshoot this if you're able to share a copy of the .story file here with us.

Welcome to the community! Using the freeform drag and drop, the answers should shuffle or stack random, when you have that option selected in the form view.
Do you have a file you could share with us to take a look?
Should I send it to you via dropbox or FTP.
It's too large for me to send via email.

I have seen this before, the 'shuffle' option does not seem to apply to this type of interaction. As soon as you check the "Reveal one at a time" box and/or line them up on top of each other; it stops shuffling them.
If you are using the "Reveal one at a time" option than you can set the order yourself by clicking the 3 dots button on the same line with that checkbox. It's not random but at least it's not in order.
If you have them all on screen at once but stacked then you will need to spread them out a bit. It is unclear to me how separated the drag items need to be....
If for some reason you need them to be overlapped and truly randomized.. I think it could be done with JavaScript and some SL triggers.

Hi all, thanks for your comments. I've attached the .story file (just contains this one question).
I don't really have the real estate on the screen to spread the tiles out. I may have to rethink this question.

The "shuffle" for the stacking of these items will shuffle their placement on the slide, but will not rearrange the order in which they are on the timeline. Since the answer for step 2 is on the top layer of the timeline it will always appear on the top. You could rearrange their order on the timeline so they are stacked in a random order:
