Unfortunately, I don't believe it's currently possible to remove the hover information from a Likert scale in Storyline. If this is something you'd like to see added to a future release of Storyline, please share your suggestions in a feature request.
In the meantime, have you considered using a different type of quiz? I'm not quite sure why you'd want to disable this feature for a Likert, but I'm sure you have your design reasons Maybe a multiple choice would work better for what you'd like to accomplish?
If you can give us a little more information, maybe the community can give you some additional suggestions that would work for your project.
