The very simplest way would be to have the arrow already hidden on the screen. Then have them click on the arrow, followed by the place they want to put it, which would reveal it.
The are a lot of variations in how this could work, but if you attach your .story file here, someone can give you some targeted ideas.

Thanks a lot for your reply and that's an interesting way to approach it, would be curious to try it out.
In this case its a quiz question I want them to answer where they need to place or draw 4 arrows in the direction the electrical current is flowing.
I decided to use a simple drag and drop for now.
