I have six or seven completed projects in Articulate Storyline 2.0. They are on a laptop (offline). They play properly and you can open the projects to work on them just fine.
I need to move them to another laptop so that someone else can work on them, open them, edit the slides, update the content.

Put the .story files of your projects (and any external assets, e.g. pdfs) on a USB Flash drive or CD/DVD and pass that on to the other designer.

You'll want to make sure that the other designer downloads and opens the files locally as described here within this article about collaboration.
There is no network drive in this scenario. Just laptop to laptop. When I
get zipped files I cannot open them.

The laptop that you are utilizing has Storyline as well, correct?
Are you unzipping the folder then opening the .story file?
