How do I stop the base layer from fading?

I have several slides with a tabs-like interaction, during which I would like the base layer to remain unchanged and fully active while the other layers are showing.
This seems to be working on some slides, but not on others. It may be related to the fill under "format background"...but on some of the slides, I right click and select "format background", and "no fill" is not even an option.
I have "dim non-selected layers" UNchecked, and that does not seem to help.
There must be something obvious that I'm missing?

Hmm...I seem to have fixed it, although I still don't understand exactly what was happening.

Well John, I am glad to hear that it is now working for you. I checked out the slide you attached and did not 'see' what you initially stated was happening (unless I misunderstood)?!
I'm having a similar issue. As I click load layers the base layer dims out. I'll check the background issue you alluded to John. Tried to see if I'd added any manually but couldn't see any.

Seeing this makes me feel a little less crazy :) - chasing a deadline.
I've resolved this. In my case I had a variable that had to change for my Continue button to become active, but I was validating the values I'd already checked in the trigger and this was preventing the button from working.
My variable - AllButtonsClicked as changing to true once all of clicked variables had been set to true (checked using a visible text field for the variable) for Box1, Box2 and so on, but the continue button wouldn't change - removing the "if Box1ticked=true and so on validation fixed this.
My initial issue around the button on the base layer slowly disappearing doesn't seem to be related but after checking that all of the layers had no backgrounds, this is the only thing I changed. And, it worked.
My continue button on the base layer is visible throughout the interaction and accessible once the variable changes.
