I have not heard of a way to 'turn off' the Recent Projects list on the Storyline start-up screen, but you can right-click on the names of the projects and remove them from the list. Be careful not to remove them from the system!
Also keep in mind that the projects are added back to the list as you open them again. I hope this helps!
