How to Add JavaScript, CSS and HTML Codes ...?

Here is a code and demo of what I want to add to my storyline project:

I have no idea "How and Where" to add the code (CSS, HTML, And JS ) to create this VU Meter in my story project...

It always goes behind the storyline player in my HTML5 output... I want to bring it back into the player... and I don't want to use web objects because I don't want to lose my background...

Any Help Is Greatly appreciated...

I could be wrong, but I believe web objects can have transparent backgrounds, so your background should show through the object. I'm not sure how else you could add this.
