Hi Mark, and welcome to Storyline! Audio files can be inserted per slide instead of as a soundtrack to your course.
What if you created a slide that had the audio, and then added a button to your question slides that opened the audio slide as a lightbox (in your trigger options)? You could go a step further and control that button from showing the lightbox slide with variables. For example, once they access it twice, it is no longer is active.
