I have inserted an icon from the Content Library 360, but the long handle of the gavel (to indicate my "Liability" section) is sticking out of the beckground circle I placed behind my icons. How can I crop the icon?
You can zoom in in Storyline and view the icon very large, which produces a crisp image, and then take a screen print with SnagIt, or whatever you have, and save that as a PNG. Then it is cropable and does not have a low resolution. This takes away the transparency.
Adding another ask for this - the Articulate plugin for Powerpoint can already crop icons. Why not add the ability to the main software, too? Seems like an easy win.

The built in icons do not seem have the ability to be cropped. They appear to be similar to Storyline buttons. You can scale them but not crop them.
If you right click on an icon you can export the image as a .png. Then you can use the image like any other image.
