If I understand your question, you are wanting people to be able to draw on the screen while viewing a Storyline output.
Unfortunately, Storyline doesn't offer that feature (while very cool) in this version. One option would be to find a cloud-based interactive whitebaord application and insert it as a Web Object into Storyline. Even then, not sure how you would interact with it along with objects within Storyline.
Perhaps others may have more experience with this type interactivity.
