I verified that my update version of Storyline 2 is "Update 4:1501.717" which is the same exact update as a co-worker's update version yet mine does not show the above referenced "Sequence" component in the Text Animation feature in order to sequence each bulleted line sentence.
Is there a setting that has to be enabled in order to activate the feature?
We figured it out. It was because we started the project file by importing Power Point slides into Storyline 2. You need to actually retype the listed bullet points natively out of Storyline 2 first and then copy and paste it into the imported Power Point Storyline file in order for those features to display and operate. It is good that you can open more than one instance of Storyline at the same time for this workaround.
In other words, it will not display if you typed a text box with bulleted points when using the import PowerPoint feature in Storyline 2.
Importing from powerpoint is not always a one to one conversion, so you may have run into one of the issues detailed here but I'm glad you were able to get it working as expected again.

Have you selected the text box when looking at that animation element? If you're on an image or shape you won't see it listed.
If you're still not seeing it, I'd want to check that you were working at 96 DPI and on local project files as described here.
If you're still not seeing it, you may need to conduct a repair of Storyline.
