Drag the lines from the left or top, they show up across all of the slides, so you can align all of the titles, paragraphs, and graphics into the same position. A coworker said he zoomed way way out, saw a line, dragged it into position, then was able to copy it. In a new file, I can't find the lines to use? Where do they come from, how to get them??? I did a search of existing documentation, only states how to move and duplicate, not get a new line to start with.

You may be looking for Smart Guides. You can find it at the View Tab.
You can enable them by clicking 'Grid and Guides' window as shown here:
